Congrats, the federal government! Criminals now have a low-risk, low-consequence way to make a fortune. Perhaps the brilliant YouTube channel that does "Great Moments in Unintended Consequences" could add this one to their fine body of work.

Yes. As in all things, use the criminal law to target those who intentionally or recklessly harm others, not those who harm themselves. "The only purpose for which power can rightfully be exercised over any member of a civilised community, against his will, is to prevent harm to others. His own good, either physical or moral, is not sufficient warrant." J.S Mill.
